1. Acceptance of Terms / ការទទួលយកលក្ខខណ្ឌ

By accessing or using Kessor (https://www.kessor.net), you agree to be bound by these Terms of Service. If you do not agree to these terms, you may not use the platform.

ដោយការចូលប្រើប្រាស់ឬប្រើប្រាស់ Kessor អ្នកយល់ព្រមគោរពតាមលក្ខខណ្ឌនៃសេវាកម្មទាំងនេះ។

2. About Kessor / អំពី Kessor

Kessor is a technology community platform for Cambodia, providing a marketplace for software solutions, a forum for technical discussions, open-source project hosting, idea sharing, and community events.

Kessor គឺជាវេទិកាសហគមន៍បច្ចេកវិទ្យាសម្រាប់កម្ពុជា ដែលផ្តល់ទីផ្សារសម្រាប់ដំណោះស្រាយផ្នែកទន់ វេទិកាពិភាក្សាបច្ចេកទេស គម្រោងប្រភពបើកចំហ ការចែករំលែកគំនិត និងព្រឹត្តិការណ៍សហគមន៍។

3. User Accounts / គណនីអ្នកប្រើប្រាស់

  • You must provide accurate and truthful information when creating an account.
  • You are responsible for maintaining the security of your account credentials.
  • You must be at least 18 years old or have parental consent to use Kessor.
  • One person may not maintain more than one account.
  • You must not share your account with others.

4. Prohibited Content / មាតិកាត្រូវបានហាមឃាត់

The following content is strictly prohibited on Kessor:

  • Gambling & Casino (ល្បែងស៊ីសង និងកាស៊ីណូ) — Online gambling platforms, betting tools, casino software, or any gambling-related solutions.
  • Gaming & Video Games (ហ្គេម) — Game development tools, game cheats/hacks, or gaming platforms. Kessor is a professional technology platform.
  • Adult Content (មាតិកាមនុស្សធំ) — Pornography, sexually explicit content, or adult entertainment platforms.
  • Weapons & Violence (អាវុធ និងអំពើហិង្សា) — Weapons sales, manufacturing tools, or content promoting violence.
  • Drugs & Illegal Substances (គ្រឿងញៀន) — Drug-related content, sales platforms, or tools.
  • Scams & Fraud (ការបោកប្រាស់) — Pyramid schemes, MLM platforms, "get rich quick" tools, fake investment platforms.
  • Harassment & Hate Speech (ការបៀតបៀន) — Content that targets individuals or groups based on race, gender, religion, nationality, or other protected characteristics.
  • Misinformation — False or misleading information, especially regarding public health or politics.
  • Copyright Infringement — Content that violates others' intellectual property rights.
  • Political Content — Political propaganda, campaign tools, or content that violates Cambodian election laws.

5. Marketplace & Seller Terms / លក្ខខណ្ឌអ្នកលក់

  • Sellers must apply and be approved by Kessor administrators before listing paid solutions.
  • Sellers must provide accurate Bakong payment account information.
  • Kessor charges a commission on each sale (set upon seller approval, default 10%).
  • Commissions must be paid within 7 days of accrual. Failure to pay will result in account suspension.
  • Sellers are responsible for the quality, support, and accuracy of their software solutions.
  • Kessor reserves the right to unpublish, reject, or remove any solution at any time.
  • License keys are generated by Kessor and managed through the platform.

6. Payments & Refunds / ការទូទាត់ និងការបង្វិលប្រាក់

  • Payments are processed via Bakong KHQR and are routed directly to the seller's account.
  • Kessor does not hold or process payments on behalf of sellers (except commissions).
  • Refund policies are set by individual sellers. Kessor does not guarantee refunds.
  • In case of disputes, contact the seller first, then Kessor support.

7. Compliance with Cambodian Law / ការគោរពច្បាប់កម្ពុជា

Kessor operates in compliance with the laws of the Kingdom of Cambodia, including but not limited to:

  • Law on E-Commerce (ច្បាប់ស្តីពីពាណិជ្ជកម្មអេឡិចត្រូនិក) — We comply with electronic transaction regulations.
  • Law on Telecommunications — We respect data transmission and network regulations.
  • Sub-Decree on Publishing Online Content — All content must comply with Cambodian online content regulations.
  • Consumer Protection Law — Buyer rights are protected under Cambodian consumer law.
  • Anti-Cybercrime Law — We cooperate with authorities to prevent cybercrime.

Kessor reserves the right to share user information with Cambodian law enforcement authorities when required by law or court order.

8. Content Moderation / ការត្រួតពិនិត្យមាតិកា

  • All submitted content is reviewed before publication (pending approval system).
  • Automated keyword filtering is used to detect prohibited content.
  • Users can report violations through the reporting system.
  • Violations may result in content removal, account suspension, or permanent ban.
  • Repeat violators will be permanently banned without warning.

9. Account Termination / ការបិទគណនី

Kessor may suspend or terminate your account at any time for:

  • Violation of these Terms of Service
  • Posting prohibited content
  • Harassment of other users
  • Fraudulent activity
  • Failure to pay seller commissions
  • Any activity that violates Cambodian law

10. Limitation of Liability / ការកំណត់ការទទួលខុសត្រូវ

Kessor is provided "as is" without warranties of any kind. We are not liable for:

  • The quality or functionality of third-party solutions sold on the platform
  • Losses arising from transactions between buyers and sellers
  • Service interruptions, data loss, or security breaches beyond our reasonable control
